You don't need a car if you're not going to venture outside the city limits, as most of the downtown sights are within walking distance of each other. A car is the best way to see the surrounding countryside, and the highways around Santiago are excellent. There is an iPhone and Android app called Carretera that helps estimate cost of travel in Chile, calculating cost of gasoline and tolls.
